Born on August 3, 1962 in the city of Moscow.

In 1985, he graduated from the Moscow State University of Geodesy and Cartography.
In 1996, he graduated from the Moscow State University of Technology and Management.
He also graduated from the Military Academy of the General Staff of the Armed Forces of the Russian Federation.
Academic Qualification: Optical and optoelectronic instrument engineering; accounting and audit.
Professor, Doctor of Technical Sciences .

In 1984–2013, he worked at Russian Space Systems, OJSC (1984 – 1998 — Scientific Research Institute of Instrument Engineering, since 1998 — Russian Scientific Research Institute of Space Instrument Engineering, since 2009— Russian Space Systems, OJSC);
—Since 2001: in the post of CEO;
— Since 2009, after the conversion of the Russian Scientific Research Institute of Space Instrument Engineering into Russian Space Systems, - Chief Designer of the established joint stock company;
— 2006–2012: Chief Designer of the GLONASS Global Navigation Satellite System.
In 2013–2014, he ran a number of science and technology commercial structures.
2014–2018: Deputy Head of the Analytical Center under the Russian Government.
From 2018 to date: First Deputy CEO for the Orbital Group Development and Priority Projects.
